“Authority approved steel contractor in Dubai” is one of the most common phrases in steel tenders, and one of the most misunderstood. Authorities approve designs and buildings through permits. They do not approve a fabricator in general. What clients really need is a licensed steel contractor who builds to approved drawings and supports the consultant through the approval process. This guide explains who approves what.
Note: Regulations change and every plot is different. Treat this as orientation, and confirm the exact requirements for your project with a registered engineering consultant.
Who is the approving authority?
Dubai does not have a single building authority. It depends on where your plot is:
| Area | Typical building authority |
|---|---|
| Most of Dubai, including Al Quoz, Ras Al Khor, Al Qusais, and residential communities | Dubai Municipality (DM) |
| Jebel Ali Free Zone (JAFZA) and other DP World-managed areas | Trakhees (Ports, Customs and Free Zone Corporation) |
| Some free zones and master communities | Their own authority, for example Dubai Development Authority for certain zones |
On top of the building authority, Dubai Civil Defence reviews fire and life safety, and utilities such as DEWA have their own requirements. In master-planned communities, the master developer often needs to issue a no-objection certificate (NOC) before you apply.
What usually needs a permit?
As a rule of thumb, anything that changes a building’s structure, floor area, use, or escape routes needs approval. For steel works this commonly includes:
- New steel buildings and warehouses
- Mezzanine floors, which add floor area and loads
- Villa extensions and roof additions
- Large canopies, car park shades, and structures attached to buildings
- New external staircases and escape stairs
- Structural modifications such as removing columns or adding openings
Small items such as gates, internal handrails, or equipment frames may not need a separate building permit, but check with the community or landlord.
Who submits the application?
Building permit applications are made through a registered engineering consultant. The consultant prepares or reviews architectural and structural drawings, calculations, and fire safety drawings, and submits them through the authority’s system. The steel contractor’s role is to:
- Provide steel design details and connection details for the consultant
- Prepare shop drawings that follow the approved design
- Fabricate with traceable materials and documented quality checks
- Build what was approved, and flag any site change before making it
- Support inspections and handover documents
Typical approval steps
- NOCs: landlord, master developer, or free zone NOC as needed.
- Design: consultant prepares drawings and structural calculations.
- Submission: drawings submitted to DM, Trakhees, or the relevant authority.
- Civil Defence: fire and life safety review where required.
- Permit issued: work can start.
- Inspections: the authority and consultant inspect during and after works.
- Completion: completion certificate or equivalent for the works.
Codes you will hear about
- Dubai Building Code, the unified building code for Dubai, covering many aspects of design including stairs, guarding, and accessibility.
- UAE Fire and Life Safety Code, which sets escape, fire rating, and protection requirements.
- Structural standards, commonly British/European (Eurocode) or American (AISC) steel design standards, chosen by the consultant.
Common mistakes
- Building a mezzanine first and seeking approval later, which can mean fines or removal.
- Changing the steel on site without telling the consultant.
- Forgetting the fire strategy when adding floor area or closing in a space.
- Choosing a contractor who cannot provide drawings and material certificates.
